Oh my god, I think I figured it out. It's an alternate reality where someone killed Randy Newman the day he was born (10-28-1943). Kinda like that Twilight Zone episode where they go back to stop Hitler as a child.

Let's see "Ataraxia" is apparently a state of extreme calm, Sheol is another term for hell.

"Heaven and Hell" is the title of a book by Aldous Huxley who experimented extensively with hallucinogenic drugs in the 1950's.

If I were sober I might be able to tie those probably irrelevant fragments into some sort of cohesive whole, probably involving Aldous Huxley discovering some form of literally mind-expanding drug as a result of an event that did or did not occur on October 28 1943.

While I'm making an ass of myself:

"Anna Mercury" - Anna equates to "Ana" a prefix meaning "not".

Mercury was the prima materia of the alchemists.

To quote Wikipedia: "Prima Materia is the alleged primitive formless base of all matter, given particular manifestation through the influence of forms, according to the Alchemists."

All of which probably means absolutely nothing but may give Warren a moment of amusement at its sheer wrongheadedness.

All right, all right... for those people not finding anything for October 28 1943, I'll give you another clue. Eldridge.

“Because she doesn't live in the real world some of the time. Well, she lives in the real world. But she works somewhere else. Does that make any sense? Probably not to you. It makes sense to me. But I speak to computers and believe I hear them speak back to me from the future.”

    Warren, I love you.

Would it have anything to do with the Philadelphia Experiment?

I like the idea that Warren's getting back to writing more English-centric work(as he mentions at the close of the interview). I remember the last issue of Desolation Jones that I got(that I think was the last one to come out, #8) and reading it and noticing the shift in dialog to taking advantage of English slang in Jones' speech, especially with the introduction of another x-English secret agent. It's always good to hear slang from a native hear and then try and decipher the meanings. Maybe if more foreign writers doing that I wouldn't get such strange comments from everyone I've ever loaned Trainspotting to.

not to ruin the mystery, but Warren practically gave it away himself...
    oh my f
Equipment was recalibrated, and the experiment was performed again on October 28. This time, the Eldridge not only actually became almost entirely invisible to the naked eye, but actually vanished from the area entirely in a flash of blue light. Concurrent with this phenomenon, the U.S. Naval base at Norfolk, Virginia, just over 600 km away, reported sighting the Eldridge offshore for several minutes, at the end of which time the Eldridge vanished again and reappeared in Philadelphia, at the site it had originally occupied - a supposed case of accidental teleportation.

but, now what do we get from that?!?

We get a place of where, when, and what happened, perhaps?

Maybe she lives in the real world, and works as a superhero in the Philadelphia Dimension.
