basically, shortwave radio signals that started to be transmitted roughly around the cold war that are still being transmitted and altered and everything, all over the place. They're usually recordings of people counting, in different languages with a small piece of music at the beginning and or end.
Nobody has claimed responsibility for the broadcasts, and nobody has been able to crack any of the messages, and some of the signals have been traced, usually to military areas or embassys.

For anyone interested, William Basinski's shortwave stuff sits well alongside the Conet Project. Actually, all of Basinski's stuff sits well in my ears and brain, so just go and grab what you can. Boomkat is a good source.
