Is there anything that's on its way to being one, if it could get a critical mass of audience/contributors behind it?

Alternatively, what would it take to create one? I reckon it'd take a small group of people with critical standards, no vested interest and the time and motivation to search out quality. Who do we know like that, and how can we persuade them to take on the job?

A laudable effort which apparently hasn't been updated since the end of 2004.

I'd love to see an Artbomb.net for web-comics but haven't seen it yet. Fleen.com comes closer than anything, but, not to knock Fleen, but only "closer" in the sense that 10 is closer to 100 than 3.

Topwebcomics is a popularity list of comics which have a widget on their pages allowing people to vote for their comics. It does have some use in being a collection of links to web-comics of widely varying quality, which one might browse through if one has the time and the willingness to sort through a lot of dreck to find a few gems. But some of the best web-comics aren't represented there.

The closest thing that's out there is probably the better, more insightful reviewers like Lauren Davis of Storming the Tower (and i09, still maybe?) and Larry Cruz of The Webcomic Overlook. They're probably the closest thing to tastemakers in the webcomics world, even moreso than Fleen since I think of Fleen as more of a news site. Their influence and reach is pretty though limited I would imagine. But if I were to create something like Artbomb they are two people I would want on the roster.

I've seen a few blogs attempt it - taste being subjective and all a few are ok. ahhh, who can i remember on the spot... - yeah, the just previously mentioned The Webcomic Overlook & Fleen come to mind as the real stand out examples from the last summer of reading i did. Overlook has a longish list of other webcomic related sites i've been meaning to check out in depth later. And i find Reddit's comics section helpful.

In looking around at what's going on I've started posting weekly lists on Sequential myself, though with a can-con skew. But to do it right you'd need the same kind of strong set of voices and style that lent artbomb it's credibility. That's a little harder to have happen without a mastermind behind it calling the shots.
