Basically, some of the details are implausible but it is an intriguing idea - there has been a lot of intelligence interest in US Ufology over the years for a range of reasons (see Mirage Men) could this be one other reason? The big problem is that pulling off this kind of stunt would have been fiercely complicated when a lot of the influential UFO sightings and encounters from this period largely relied on the testimony of witnesses and the occasional poor quality photograph, so it suggests that faking Roswell would take far more effort than necessary, with a higher potential for the American military to see right through it.

So while I'd imagine some of the Cold War-era sightings might have been fakes from one side or the other (Google "Pentacle Memorandum"), I'd have thought faking Roswell would be overkill.
