i especially wonder how they will use the facility to teach Time of Death with donated cadavers. Perhaps it's a Pass/Fail course with severe consequences.

Yes and no. Depends on the scenario they are running - one of the reasons why they have pushed for this for years is because of the climate down here is different from the other locations. Bodies rot at a different rate, inside or out, covered or uncovered etc. Also humidity and temperature make a difference. Not to mention this is a part of the forensic anthropology program. They won't just "dump" bodies.
